tion Company informed me that they would not embark on a

scheme of this kind before they had at their command all the

resources necessary to complete it, and that the firm's

reputation made it essential that if they took the work in

hand they must make an entire success of it.

It is new believed this Capital will be more readily obtained for

this new development scheme if the new Company is an English Company

having the backing and security of a first class English firm, which

itself is backed by reliable and influential interests. In the

event of Hong Kong Capital not being available however this would

not affect the carrying out of the scheme and no doubt, as develop-

ment followed the opening of the railway, local capitalists would

desire to participate. Such participation would be welcomed for

a controlling principle of the Company would be to work in complete

harmony with the Hong Kong Government and local interests; in fact

this is a primary condition for rapid and successful development,
